Why level and age are different settings
Most literacy tools set one dial, and lowering the reading level drags the subject matter down with it. That is why older learners stop. Here the two are separate, so a passage can be simple to read and still be about football, work, history or anything else an adult would choose to read about.
Practice is private. There is no class to read in front of and no shared progress, which removes the part of literacy work that most learners describe as the reason they avoided it, and it means the same paragraph can be worked five times without anyone noticing.
