Development as Freedom: Sen, Berlin and How We Measure It

The first half of Week 2 builds the conceptual spine of ECX3550: development as the expansion of the real freedoms people enjoy (Sen, 1999), split against Berlin's 1969 distinction between negative freedom - being free from interference - and positive freedom - being free to master one's own life - and then carried into economic development as the expansion of economic freedom in wealth creation and enjoyment. It then does the measurement half properly: the three ways GDP is computed, why the accounting rules themselves have moved, what GDP omits, and the alternatives the unit names - Green GDP, the Human Development Index and economic complexity. Step 2 of the Project asks you to review an economy's performance on relevant indicators, so knowing what each indicator does and does not capture is directly marked.

Composing an HDI: why the geometric mean, not the average

Q [4 marks]. A country reports life expectancy at birth of 72 years. Using goalposts of 20 years (minimum) and 85 years (maximum), and given an education index of 0.800 and an income index of 0.100: (a) compute the health index, (b) compute the HDI as the geometric mean of the three dimension indices, (c) compute the arithmetic mean for comparison, and (d) say what the difference tells you about how the index treats the three dimensions. (4 marks)
  • +1Normalise the health dimension onto a 0-1 scale using I = (actual − minimum) ÷ (maximum − minimum). Here I_health = (72 − 20) ÷ (85 − 20) = 52 ÷ 65 = 0.800. Every dimension index is built the same way, which is what makes years, schooling and income commensurable.
  • +1Take the geometric mean of the three: HDI = (I_health × I_education × I_income)^(1/3) = (0.800 × 0.800 × 0.100)^(1/3) = (0.064)^(1/3) = 0.400.
  • +1Take the arithmetic mean for comparison: (0.800 + 0.800 + 0.100) ÷ 3 = 1.700 ÷ 3 = 0.567. The geometric mean is 0.167 lower.

The geometric mean punishes imbalance: a near-zero score on any one dimension drags the whole composite down, whereas an arithmetic average lets two strong dimensions hide a collapsed third. The index is therefore treating health, education and income as complements rather than substitutes - you cannot buy your way out of low life expectancy. Note what the HDI still omits: inequality within the country, environmental quality and non-market household work, which is why the unit presents it as a complement to GDP, not a replacement.
I_health = 52 ÷ 65 = 0.800. HDI = (0.800 × 0.800 × 0.100)^(1/3) = 0.064^(1/3) = 0.400, against an arithmetic mean of 0.567. The 0.167 gap is the point of the geometric form: it refuses to let strength on two dimensions compensate for collapse on the third, so the index treats health, education and standard of living as complements. The unit's Week 2 slide states only that the HDI is a geometric mean of normalised indices across three dimensions; the normalisation formula and the cube-root form written above are the standard construction of that statement.

The same logic applies to any indicator you put in a project: state what it aggregates, what weighting it implies and what it omits, before you draw a conclusion from it. Key terms

Development as freedom
Sen's (1999) formulation, adopted as the unit's working definition: development is a process of expanding the real freedoms that people enjoy, so progress is assessed primarily by whether people's freedoms are enhanced. Applied to the economic sphere, economic development is the expansion of the real economic freedoms people enjoy in creating and enjoying wealth.
Negative and positive freedom
Berlin's (1969) two concepts of liberty. Negative freedom is being free from interference by other persons, including the state; positive freedom is being free to master one's own life. The unit applies both economically: freedom from interference in lawful wealth creation and just distribution, and the ability to realise one's potential in creating and enjoying wealth.
Gross domestic product (GDP)
The total market value of all final goods and services produced within a region during a period. Measurable three ways - by expenditure (C + I + G + X − M), by income (wages + profits + interest + taxes − subsidies), and by production (each industry's output less its intermediate consumption, plus taxes on products less subsidies on products). All three measure the same flow from different sides, so any gap is a statistical discrepancy.
Imputed rent (the housing double-count)
Housing enters GDP twice: once as fixed capital investment when it is built, and again as consumption expenditure when it is occupied, valued as the rent an owner-occupier implicitly pays themselves. It is a standard example of GDP being an accounting convention rather than a fact of nature.
Green GDP
GDP less net natural capital consumption - that is, less resource depletion, environmental degradation, and protective and restorative environmental expenditure. It responds directly to the criticism that conventional GDP does not deduct the cost of drawing down natural assets.
Economic complexity and the product space
Economic complexity measures how much productive knowledge a society mobilises, read off the composition of what it produces and exports. In the product space, sophisticated products sit in a densely connected core and simple products on a sparse periphery; countries move by developing goods close to those they already make, so position in the network, not just current income, predicts the feasible next step.

What exactly is the difference between negative and positive freedom in ECX3550?

Negative freedom is an absence: being free from interference by other people, including the state. Positive freedom is a capacity: being free to master your own life and realise your potential. The unit maps both onto the economic sphere - negative economic freedom as freedom from interference in lawful wealth creation and just distribution, positive economic freedom as the ability to create wealth and to enjoy what you have created. Why does the unit spend so long on what GDP leaves out?

Because step 2 of the Project asks you to review an economy's performance using relevant indicators, and the choice of indicator is itself an analytical claim. GDP omits natural-capital drawdown, the value of leisure, environmental quality and non-market activity such as parents caring for children; it counts housing twice; and its own rules have moved, with financial services reclassified across successive national-accounts standards and R&D reclassified from intermediate input to fixed investment in 2009, a change that raised measured GDP by about 3.5% on average across the European Union. Knowing that GDP is a convention lets you argue about it rather than merely quote it - which is exactly what the 'application of economic theory' criterion rewards.

Do I need to be able to compute GDP three ways?

You need to be able to set each one up and say why they must agree. Expenditure sums consumption, investment, government spending and net exports - the classic slip is adding imports instead of subtracting them. Income sums wages, profits, interest and taxes less subsidies. Production sums each industry's output less its intermediate consumption, then adds taxes on products and subtracts subsidies on products. All three measure the same flow from the output, income and expenditure sides, so in principle they are equal and any difference in practice is a measurement residual, not a theoretical failure. That reconciliation sentence is usually worth as much as the arithmetic.

Split this chapter into an argument half and a measurement half and rehearse them differently. For the argument half, be able to state Sen's structure in two lines - freedom is the primary end of development, and free agency is the primary means - and to place Berlin's negative and positive freedom on top of it, with one concrete economic example of each. That pairing is the single most reusable conceptual move in the unit, and it is the natural theory to name when the rubric asks for the application of economic theory. For the measurement half, drill mechanically: write the three GDP identities from memory, then take a small invented set of accounts and compute GDP all three ways until the reconciliation is obvious. Practise the HDI normalisation and geometric mean on your own invented indices, and always follow the number with one sentence on what the index omits. Build a one-page indicator card - GDP, GDP per capita, Green GDP, HDI, economic complexity - with a column for 'what it measures' and a column for 'what it hides'; you will reuse that card in every country chapter and in step 2 of the Project.
