Wicked Problems and Stakeholder Systems

Wicked Problems and Stakeholder Systems frames a decision through interdependence, contested values and stakeholder power.

The objective is to map who defines the problem, who bears effects and who can change the system, so the chapter should be read as a chain from problem definition to evidence, option comparison and accountable action.

Start with interdependence and name the decision owner, affected stakeholders and time horizon.

The same fact can matter differently across those positions, so the opening frame determines which evidence is relevant.

Use contested values to explain how the present condition produces an opportunity, cost or risk. A strong mechanism states what changes, for whom and through which organisational, market or institutional process.

Apply stakeholder power when comparing options.

Keep criteria distinct, test trade-offs and ask which assumption drives the recommendation. A score or matrix only helps when its criteria are justified by the case.

For the application — map who defines the problem, who bears effects and who can change the system — finish with an actor, action, rationale and review trigger.

This turns analysis into a recommendation while keeping the decision open to new evidence.

Build a decision ledger for Wicked Problems and Stakeholder Systems. Separate the current condition, the stakeholder affected, the evidence supporting interdependence, the mechanism represented by contested values and the criterion supplied by stakeholder power.

If a recommendation cannot point back to one of those entries, it is probably preference dressed as analysis rather than a consequence of the case.

Compare at least two feasible options against the same criteria. State who benefits, who bears cost or risk, what capability implementation requires and what evidence would reveal failure.

This comparison is essential when students need to map who defines the problem, who bears effects and who can change the system, because an attractive option is not yet a defensible choice until its trade-offs are made visible.

Rehearse the BUSM2577 response as a short briefing: one sentence for the decision, two for the evidence and mechanism, one for the alternative and one for the qualified recommendation.

Then expand only the move that needs more support. This protects the argument structure when a report, presentation or timed case imposes a strict word or time limit.

A complete Wicked Problems and Stakeholder Systems response should make the task visible before the detail: identify what must be decided, define the relevant terms, connect the evidence to contested values, and use stakeholder power to test the result.

The final sentence should answer the question actually asked rather than merely repeat the topic.

The controlling limit is specific: A stakeholder map is a hypothesis that must be tested through evidence.

Keep that limit beside the worked example, because it separates a careful BUSM2577 answer from one that sounds confident but claims more than the task or evidence supports.

For revision, retrieve interdependence, contested values and stakeholder power without notes, explain their relationship aloud, then complete a changed version of the application: map who defines the problem, who bears effects and who can change the system.

Record the first point at which your reasoning fails and repair that move before attempting another case.

Worked example: Wicked Problems and Stakeholder Systems

Q [4 marks]. While trying to map who defines the problem, who bears effects and who can change the system, a draft jumps from interdependence directly to stakeholder power. Restore the missing contested values link and state the limit on the conclusion. This is AskSia-authored practice, not a University question or marking scheme.
  • 1Mark the starting condition or object represented by interdependence.
  • 1Write the change, rule or mechanism supplied by contested values as a verb-led link.
  • 1Show how that link reaches stakeholder power; do not skip an intermediate actor, quantity or stage.
  • 1Answer the task with the completed chain and preserve this limit: A stakeholder map is a hypothesis that must be tested through evidence.
The completed chain begins with interdependence, states what contested values changes, and only then reaches stakeholder power. Each arrow therefore represents a checkable mechanism rather than an association. The chain supports no broader conclusion than this boundary allows: A stakeholder map is a hypothesis that must be tested through evidence.
Sia tip — Mark the proposed interdependence, contested value and power relation as hypotheses on the stakeholder map. Validate them through stakeholder evidence before using the map to define the wicked problem.
Glossary

Key terms

Wicked problem
A wicked problem is a complex, contested problem with interacting causes, no single agreed formulation and no final solution that can be judged simply true or false. In this chapter, use the concept when you map who defines the problem, who bears effects and who can change the system.
PESTLE analysis and stakeholder mapping
PESTLE scans political, economic, social, technological, legal and environmental influences, while stakeholder mapping identifies affected actors and compares their interest, influence and relationship to the problem. In this chapter, use the concept when you map who defines the problem, who bears effects and who can change the system.
User persona and empathy map
A user persona is an evidence-based representation of a user group; an empathy map organises what that group says, thinks, does and feels to expose needs and assumptions. In this chapter, use the concept when you map who defines the problem, who bears effects and who can change the system.
FAQ

Wicked Problems and Stakeholder Systems FAQ

What is the main task in Wicked Problems and Stakeholder Systems?

Map who defines the problem, who bears effects and who can change the system.

How do interdependence and contested values work together?

Use interdependence to establish the object or condition, then use contested values to explain how it changes the outcome being analysed.

What must a BUSM2577 answer qualify here?

A stakeholder map is a hypothesis that must be tested through evidence.

How should I revise Wicked Problems and Stakeholder Systems?

Retrieve interdependence, contested values and stakeholder power, apply them to a changed case, and correct the first point where the evidence no longer supports the conclusion.

Study strategy

Assessment move

Reconstruct the relationship among interdependence, contested values and stakeholder power; complete the chapter application without notes; then test the result against this limit: A stakeholder map is a hypothesis that must be tested through evidence.
