Agenda Setting, Newsworthiness and News Hooks

Fix scale, actor and purpose

Week 3 asks how agenda setting and newsworthiness affect planning. An important issue is not automatically a publishable story, and a news value is not a guarantee of coverage. A hook supplies timing and specificity. The planner should connect the hook to an outlet's public, past coverage and format while preserving the organisation's verified role.

Owned attention and earned attention also differ: an organisation controls its page but cannot dictate a journalist's angle.

The chapter objective is to connect an issue to a timely media opportunity while separating public importance from editorial news value. Begin by defining agenda setting at the scale used in the question.
