Strategies, Tactics, Timelines and Budgets

Start from the observed condition

Week 5 separates goals, objectives, strategies, tactics, timelines, budgets and evaluation. A tactic list is not a plan. The objective identifies the change and measurement; strategy explains the pathway; tactics enact it. Timeline exposes dependencies and editorial lead times.

Budget should attach costs to activities, people, production and contingency rather than appear as a disconnected total. Evaluation is designed at the objective stage so outputs are not mistaken for outcomes.

The chapter objective is to translate a communication problem into objectives, strategy, coordinated tactics, resourcing and evaluation. Begin by defining objective at the scale used in the question.

Record whom or what objective describes, its period or operating state, and evidence that distinguishes objective from tactic. Without that discipline, objective can quietly change meaning between the opening claim and the final recommendation.

Next, make strategy do explanatory work. State the direction of strategy, the process it carries and the condition that keeps its link with objective credible.

A useful strategy note does not merely say that the relationship matters. It identifies which observation establishes objective, which observation tests strategy and which value of tactic would force a different account.

Use tactic as the chapter's discriminating lens. Compare at least two feasible cases and decide whether tactic strengthens, narrows or reverses the preferred result.

If it cannot alter any conclusion, it is functioning as decoration. Attach the comparison to the same unit, population or system boundary used for objective and strategy.

Build the chapter explanation

A complete application of objective has an actor, evidence, relationship and decision.

The actor has responsibility; evidence identifies the objective state; strategy explains why action may work; and tactic supplies a review signal. This objective–strategy–tactic structure makes MDIA5004 reasoning auditable without turning one definition into a universal rule.

A non-profit wants stronger media understanding of a service-access problem.

Replace the vague goal get more coverage with a bounded objective about accurate inclusion of two key facts in relevant reporting over a defined period. The strategy offers credible, accessible evidence and spokespeople to a selected journalist group. Tactics include a briefing, data sheet, targeted pitches and interview preparation.

Timeline accounts for data clearance and media lead time; budget includes staff time and production. Evaluation distinguishes pitches sent, coverage gained, message inclusion and journalist feedback.

Now change one condition: Cut the budget by 40% while keeping the objective fixed. Decide which tactic is essential to the mechanism and which can be removed without pretending all outputs remain.

Predict the direction of the result before consulting an example. Explain whether the change affects the definition of objective, the mechanism carried by strategy, the comparison represented by tactic, or only the confidence attached to the conclusion.

Keep the controlling limit visible: Strategy is not a grand-sounding tactic label, and a budget or calendar does not make activities coherent with the stated objective.

This tactic limit is not ceremonial. It specifies the observation, design feature or operating condition that separates a careful use of objective from a claim that outruns strategy evidence.

Revise under a changed case

For retrieval, close the explanation and reconstruct objective, strategy and tactic in three different sentences: a definition, a relationship and a counter-case.

Then attach one concrete MDIA5004 example to each. Reopen the tactic material only to correct the first missing objective–strategy link; copying everything hides which analytical role failed.

For written or oral assessment, put the tactic conclusion after the reasoning. Start with the requested decision, use objective to establish the object and trace strategy before allowing tactic to challenge the preferred position.

Report tactic at the scale earned by objective evidence, preserving uncertainty and implementation constraints around strategy.

Create an error log specific to objective. Record the triggering fact, mistaken objective inference, repaired relationship involving strategy, and evidence from tactic that distinguishes the two.

Repeat the repaired strategy move on a different tactic case so feedback becomes a transferable diagnostic for objective.

A strong final check asks four questions. Is objective defined consistently? Does strategy explain a process rather than repeat the outcome? Can tactic genuinely contradict the preferred answer?

Does the last sentence remain inside this limit: Strategy is not a grand-sounding tactic label, and a budget or calendar does not make activities coherent with the stated objective. If any objective–strategy–tactic answer is no, revise that defective relationship rather than adding more description.

Changed objective case

Q [5 marks]. AskSia original practice weighting: A non-profit wants stronger media understanding of a service-access problem. Replace the vague goal get more coverage with a bounded objective about accurate inclusion of two key facts in relevant reporting over a defined period. • 1Define objective at the required scale.
  • 1Trace the role of strategy.
  • 1Use tactic as a comparison or diagnostic.
  • 1State the evidence that would change the conclusion.
  • 1Strategy is not a grand-sounding tactic label, and a budget or calendar does not make activities coherent with the stated objective.
A defensible response uses objective to fix the object, strategy to explain the relationship and tactic to test the result. Strategy is not a grand-sounding tactic label, and a budget or calendar does not make activities coherent with the stated objective.
Sia tip — Write the objective as public, change, measure and timeframe before selecting tactics or assigning budget.
Glossary

Key terms

objective
A specific intended change in knowledge, attitude, behaviour or relationship with a defined public and timeframe.
strategy
The organising approach explaining how communication will move the target public toward the objective.
tactic
A concrete activity, channel or output used to implement the strategy for a particular public.
FAQ

Strategies, Tactics, Timelines and Budgets FAQ

How is objective used in this chapter?

Define it at the task's unit and scale before applying strategy.

What does strategy explain?

It carries the relationship needed to translate a communication problem into objectives, strategy, coordinated tactics, resourcing and evaluation.

Why does tactic matter?

In Strategies, Tactics, Timelines and Budgets, tactic supplies a comparison, consequence or diagnostic capable of changing the conclusion.

What limits Strategies, Tactics, Timelines and Budgets?

Strategy is not a grand-sounding tactic label, and a budget or calendar does not make activities coherent with the stated objective.

Study strategy

Assessment move

Retrieve objective, strategy and tactic; explain their relationship; apply them to the changed case; then test the result against the stated boundary.
