Campaign Objectives, Agencies and Budgets

Campaign planning converts organisational ambition into communication choices that can be delivered and evaluated. This chapter builds a cascade from problem and objective to audience, proposition, channels, partners, budget and evidence. Objectives create accountability when they specify the audience response that communication can influence.

They sit between broad organisational outcomes and delivery metrics such as impressions. The campaign plan translates the objective into audience priorities, proposition, channel roles, specialist responsibilities, timing, budget and evaluation. Budget methods expose different assumptions.

Affordable and percentage approaches begin with available money or revenue, competitive parity follows category spending, and objective and task estimates the work required. The latter is valuable because it makes scope and dependencies visible, although its estimates still need challenge and revision.

Fund a community screening campaign

Q [3 marks]. Allocate a fixed campaign budget when awareness and booking uncertainty both matter.
  • +1Protect a clear booking destination and translated explanation. This mark allocation supports the guide exercise and is not an official university scheme.
  • +1Use community partners for credibility and targeted media for qualified reach.
  • +1Reserve testing and measurement resources for reallocation decisions.
The allocation should follow required communication tasks and their dependencies. If resources shrink, protect the conversion path and credible delivery before broad exposure.
Sia tip — Write the objective beside every major budget line and identify the evidence that would justify continuing it.
Glossary

Key terms

Communication objective
A defined and measurable audience response that campaign activity can plausibly influence.
Objective and task
A budgeting approach that costs the actions needed to achieve specified communication objectives.
Competitive parity
A budget reference based on observed competitor spending rather than the campaign's own task requirements.
FAQ

Campaign Objectives, Agencies and Budgets FAQ

Why is a sales target not enough?

Sales are influenced by product, price, distribution, competition and other conditions. A communication objective identifies the nearer audience response that the campaign is designed to change.

What is the benefit of objective and task budgeting?

It exposes assumptions by linking cost to required communication tasks. Reviewers can challenge estimates, dependencies and scope instead of accepting an inherited percentage without strategic explanation.

How should a campaign work with external agencies?

Define the problem, evidence boundary, required outputs, approvals and decision rights before production begins. Give specialists room to contribute expertise while preserving a shared objective and proposition. A clear review process prevents late disagreement about whether work should be judged by personal taste, strategic fit or delivery constraints.

What happens when the objective and task budget is too high?

Revise scope explicitly. The team may narrow the priority audience, change timing, simplify production or reassign channel roles while protecting critical dependencies such as a usable destination. Do not hide the shortfall by spreading money thinly across every proposed activity without enough quality or frequency to perform its job.

How can a client evaluate competing agency recommendations?

Require each option to state the communication objective, audience barrier, proposed mechanism, resource demand, delivery risk and evidence of success. Compare the options against the same decision criteria instead of allowing presentation style or production polish to dominate. Ask which assumptions are common, which are genuinely different and what low cost evidence could reduce uncertainty before full commitment.

The preferred recommendation should explain both its expected contribution and the condition that would trigger reallocation.

What makes a communication objective measurable?

A measurable objective names the priority audience, the response expected to change, a relevant period and a method for observing movement. It should be close enough to the campaign mechanism that results can inform decisions. Avoid using a delivery metric as the objective merely because it is easy to count.

Impressions may document exposure, but they do not establish awareness, comprehension, preference or qualified action without additional evidence.

Study strategy

Assessment move

Draw the planning cascade and test whether each lower decision follows from the level above. Use objective and task to reveal trade-offs, then record decision rights and evidence for agency partners. Rebuild a familiar media plan using objective and task. Write the desired audience response, list every necessary communication job and estimate which jobs depend on others.

Rank the items by strategic necessity rather than visibility. Then compare the result with affordable, percentage and competitive parity approaches to see which assumptions each method hides. For agency planning, make a responsibility map that names the owner, contributor, approver and evidence for every major decision.

End the exercise by removing part of the budget and explaining which scope change preserves the core logic.Create a one page client decision sheet before reviewing creative or media proposals. Include the objective, non-negotiable audience evidence, available resources, critical dependencies and evaluation threshold. Use the sheet to record why an option was accepted, deferred or rejected.

After the campaign, compare actual results with those assumptions rather than judging only the final outcome. This habit turns planning into organisational learning and makes subsequent budgets more defensible because the team can show which estimates improved and which remained uncertain.
