Frames, Narratives and Problem Structuring

Reframing begins with the recognition that a project problem is never described from nowhere. A frame selects actors, time horizon, system boundary, causal story and success criterion. It makes some evidence relevant and other evidence invisible.

Before asking for ideas, write the current frame in one sentence and underline every assumption embedded in its nouns and verbs.

Narratives give projects sequence and meaning: what happened, who caused it, what is threatened and what resolution counts. Sponsor, user, community and delivery-team narratives can organise the same events differently. A strong facilitator does not average them into bland consensus.

It identifies conflict, overlap and the consequence of privileging one story.

Messy situations contain interdependent technical, organisational and social elements with contested objectives. Problem structuring postpones premature solution selection while creating enough shared representation to act. It is not analysis paralysis.

The process needs a purpose, participants, time box, records and a decision about what inquiry happens next.

Rich pictures represent people, processes, structures, emotions, conflicts, flows and boundaries without forcing a neat hierarchy. Symbols and relationships should be explained by participants rather than interpreted as objective truth.

The picture can reveal a missing actor or circular tension; it should not become artwork judged by visual polish.

Facilitation separates content from process. Establish the question and participation rules, give quieter members ways to contribute, probe ambiguous terms and summarise without erasing dissent. The facilitator can challenge assumptions but should not steer the group toward a preferred product.

Record whose perspective is absent and how it will be sought.

A frame can be widened, narrowed, shifted in time, moved between stakeholder viewpoints or converted from object to service. A late rail project framed as construction delay invites acceleration; framed as unreliable access invites service continuity, staged openings, timetable design and community alternatives.

Reframing changes the option set.

Worked case: a transport sponsor says success means opening all stations by December. Disabled users describe months of inaccessible substitute travel; operators describe unreliable interfaces. Reframe the project around dependable end-to-end access across the transition.

Schedule remains material, but success now includes accessibility, information and operational readiness.

Frames must be evaluated. Ask whether the frame explains material symptoms, represents affected parties, creates feasible action, avoids shifting harm and remains open to evidence. A broad frame can become unmanageable; a narrow one can optimise the wrong object.

The useful frame is bounded enough to guide inquiry and wide enough to contain the consequence.

For Design Project work, preserve frame versions. Record the original statement, evidence that challenged it, the revised boundary and options newly possible.

This gives later team members a decision trace and prevents a solution package from becoming detached from why the project changed direction.

A boundary audit is a practical safeguard. List what sits inside the project, what is treated as context, who can change each element and who bears effects. Then move one item across the boundary and ask whether responsibility, evidence or feasible intervention changes.

This makes scope a defendable choice rather than an unnoticed inheritance.

When narratives conflict, separate factual disagreement from value disagreement. Additional measurement may resolve the first, while the second requires legitimate deliberation. Calling both problems a data gap can silence a genuine dispute over whose outcome counts.

A project record should preserve the unresolved value choice and identify its decision owner.

Frame quality also changes over time. A boundary suitable for discovery may be too broad for delivery, while a delivery frame can become too narrow for evaluation. Declare the purpose and review date of the current frame. A change in stage should trigger reconsideration rather than silent scope drift.
