Survey, Observation and Measurement

Measurement turns an abstract construct into observable evidence through explicit choices. Begin by defining the construct and its boundaries, then identify dimensions, indicators, response formats and a scoring rule. A score is not the construct itself. Perceived staff access, for example, may involve ease of locating help, waiting time, confidence that help is available and whether support resolves the need.

A composite built from those indicators can represent perceived access under a stated interpretation; it does not automatically measure actual staffing adequacy. Survey and observation methods reveal different parts of a system. Surveys can capture beliefs, intentions, recall and meaning, but wording, memory, social desirability and response options influence the answer.

Observation can record visible actions, events and sequences, but it cannot directly reveal an internal state and may be affected by visibility, observer judgement or reactivity. Combining them is useful when their outputs answer compatible subquestions. Reliability concerns consistency under relevant conditions.

Internal consistency, test-retest stability and agreement can be informative, but a highly consistent measure may still represent the wrong idea. Validity is an accumulated argument about content, response process, internal structure, relationships with other variables and consequences of use. It is not created by a single coefficient or by adopting an established label without checking context.

Scale choice also limits analysis. Nominal codes identify categories, ordinal responses preserve order, and quantitative measures support distance-based summaries only when the interpretation is defensible. Reverse wording, missing rules and score thresholds must be documented before results are examined.

The chapter's independent staff-access model maps construct, dimensions, items, eligible base, scoring and validation evidence in one chain. A good measurement audit asks what each item contributes, how respondents are likely to interpret it, what variation the scale can detect and what conclusion the resulting score cannot support.

Pretesting combines cognitive probing, route testing and timing to find failures before fieldwork. This chapter teaches standard research-methods canon aligned to the official sequence and current assessment briefs. It does not reproduce live survey items, private datasets, questions or rubrics.
