Issues, Publics and Stakeholders

Issues, Publics and Stakeholders asks how issue construction, stakeholder salience and public formation change the interpretation of a text, case, institution or public problem. The chapter's practical task is to map who is affected, attentive and able to influence the communication problem; that requires an argument, not a list of themes.

Define issue construction at the scale of the chosen case.

Identify who uses the category, what it makes visible and what it may conceal. This prevents the definition from floating above the evidence as an interchangeable opening paragraph.

Use stakeholder salience to explain the relationship between the case and the claim.

Quote, describe or compare only the evidence that advances that relationship, and make the inferential step visible instead of assuming the example speaks for itself.

Bring public formation in as a second lens or consequence. It may deepen the first reading, expose a conflict or show why another audience would interpret the same material differently.

The comparison should change the conclusion, not simply add another term.

To map who is affected, attentive and able to influence the communication problem, build each paragraph around one contested move: claim, specific evidence, explanation and qualification.

A counter-reading is strongest when it identifies exactly which premise or piece of evidence it changes.

Make an evidence table for Issues, Publics and Stakeholders with four columns: passage, image, event or institutional fact; the concept it activates; the inference drawn; and a plausible competing reading. Place issue construction and stakeholder salience in separate rows before combining them.

This keeps interpretation anchored in specific material and shows where disagreement actually enters the argument.

Test the scale of every claim. A detail may support an argument about one text, group or moment without supporting a claim about an entire culture or institution.

Use public formation to decide whether the evidence should be widened, narrowed or compared with a counter-case before the paragraph reaches its conclusion.

For timed revision in MECM90044, write a one-sentence thesis for the application — map who is affected, attentive and able to influence the communication problem — then list the minimum evidence needed to defend it.

Add one objection that would matter if true and revise the thesis so it survives that objection.

The exercise trains argument selection and qualification rather than a memorised inventory of course terms.

A complete Issues, Publics and Stakeholders response should make the task visible before the detail: identify what must be decided, define the relevant terms, connect the evidence to stakeholder salience, and use public formation to test the result.

The final sentence should answer the question actually asked rather than merely repeat the topic.

The controlling limit is specific: Stakeholder categories change as an issue develops.

Keep that limit beside the worked example, because it separates a careful MECM90044 answer from one that sounds confident but claims more than the task or evidence supports.

For revision, retrieve issue construction, stakeholder salience and public formation without notes, explain their relationship aloud, then complete a changed version of the application: map who is affected, attentive and able to influence the communication problem.

Record the first point at which your reasoning fails and repair that move before attempting another case.

Worked example: Issues, Publics and Stakeholders

Q [4 marks]. While trying to map who is affected, attentive and able to influence the communication problem, a draft jumps from issue construction directly to public formation. Restore the missing stakeholder salience link and state the limit on the conclusion. This is AskSia-authored practice, not a University question or marking scheme.
  • 1Mark the starting condition or object represented by issue construction.
  • 1Write the change, rule or mechanism supplied by stakeholder salience as a verb-led link.
  • 1Show how that link reaches public formation; do not skip an intermediate actor, quantity or stage.
  • 1Answer the task with the completed chain and preserve this limit: Stakeholder categories change as an issue develops.
The completed chain begins with issue construction, states what stakeholder salience changes, and only then reaches public formation. Each arrow therefore represents a checkable mechanism rather than an association. The chain supports no broader conclusion than this boundary allows: Stakeholder categories change as an issue develops.
Sia tip — Reassess the stakeholder map when the issue changes. A group can become an active public as it recognises a shared consequence, and its salience can shift; a category fixed at campaign launch may be obsolete later.
Glossary

Key terms

Situational Theory of Publics (publics vs stakeholders)
The Situational Theory of Publics predicts communication behaviour by problem recognition, constraint recognition and involvement; stakeholders have a relationship with an organisation, while publics form around a shared issue or consequence. In this chapter, use the concept when you map who is affected, attentive and able to influence the communication problem.
Two-way symmetrical communication / communication symmetry
Two-way symmetrical communication uses dialogue and mutual adjustment so an organisation and its publics can influence one another, rather than treating communication as one-way persuasion. In this chapter, use the concept when you map who is affected, attentive and able to influence the communication problem.
Stakeholder salience
Stakeholder salience is the priority managers give a stakeholder according to perceived power, legitimacy and urgency. In this chapter, use the concept when you map who is affected, attentive and able to influence the communication problem.
FAQ

Issues, Publics and Stakeholders FAQ

What is the main task in Issues, Publics and Stakeholders?

Map who is affected, attentive and able to influence the communication problem.

How do issue construction and stakeholder salience work together?

Use issue construction to establish the object or condition, then use stakeholder salience to explain how it changes the outcome being analysed.

What must a MECM90044 answer qualify here?

Stakeholder categories change as an issue develops.

How should I revise Issues, Publics and Stakeholders?

Retrieve issue construction, stakeholder salience and public formation, apply them to a changed case, and correct the first point where the evidence no longer supports the conclusion.

Study strategy

Assessment move

Reconstruct the relationship among issue construction, stakeholder salience and public formation; complete the chapter application without notes; then test the result against this limit: Stakeholder categories change as an issue develops.
