Stakeholders, Persuasion, Narrative and Strategic Portfolio

Stakeholders, Persuasion, Narrative and Strategic Portfolio equips students to assemble a portfolio of interventions that earns support, tests assumptions and learns across stakeholder consequences. The key stakeholder salience relationship is: A wicked strategy is persuasive when its narrative respects stakeholder evidence and its portfolio makes assumptions, trade-offs and adaptation visible.

This means the strategic narrative chapter is not a search for one fashionable idea; it is a disciplined move from contested framing to responsible strategic action.

Stakeholder Salience defines the principal analytical object. The priority accorded to a stakeholder based on combinations of power, legitimacy and urgency.

Set the stakeholder salience boundary, time horizon and stakeholders explicitly because a different boundary can change both the problem and the apparent success of an intervention.

Strategic Narrative supplies the next lens. A causal and value-laden account connecting present conditions, possible future and collective action.

Use strategic narrative to trace relationships, meaning, power or adoption rather than adding terminology after the recommendation has already been chosen.

Strategy Portfolio creates a discriminating test. A coordinated set of interventions, experiments and capabilities managed across uncertainty and time. Ask what strategy portfolio evidence would make this lens strengthen, narrow or reverse the preferred strategy.

If strategy portfolio cannot alter action, it is probably decorative.

A useful stakeholder salience strategy canvas contains competing frames, system relationships, affected stakeholders, current power, interventions, assumptions, possible harms and learning signals.

Keep strategic narrative disagreement visible; consensus obtained by deleting legitimate interests produces a neat but brittle map.

Look for strategic narrative feedback, delay and displacement. A local stakeholder salience improvement can move cost to another group or time period, while a reinforcing loop can overpower an intervention after early success.

Draw at least one strategy portfolio unintended pathway and assign evidence that would reveal it.

Worked strategic situation: A climate initiative relies on one flagship technology and a heroic founder narrative while local groups bear transition costs.

State the dominant stakeholder salience frame and its omissions, map the relevant relationship, and propose an intervention whose purpose, owner and affected group are clear. Add a plausible strategic narrative counter-story before choosing.

Transfer condition: Add participatory grants and two experiments; decide how portfolio review should redistribute resources.

Explain which stakeholder salience frame, loop, power relation or adoption condition remains. A changed strategic narrative input should not automatically reverse the recommendation; identify the mechanism through which it matters.

The controlling strategy portfolio boundary is: Persuasion cannot substitute for consent, evidence or remedy where stakeholders bear material harm.

Put the stakeholder salience limit beside the claim or intervention it constrains. A general strategic narrative disclaimer at the end cannot repair an overconfident system map, cultural reading or forecast.

Stakeholder work in stakeholder salience should affect design and allocation. Distinguish strategic narrative being informed, consulted, partnered and given decision authority.

State what can still change for strategy portfolio, how disagreement is recorded and what response follows evidence of material harm.

Creative stakeholder salience interventions can be organised as a portfolio: protect against immediate harm, test uncertain mechanisms and build longer-term capability.

Give each strategic narrative element an assumption, evidence gate, owner, resource limit and relation to the wider strategy.

A strategy portfolio narrative supports adoption by connecting present condition, causal account, desired future and collective role. Test the stakeholder salience account against counter-narratives and real consequences.

A persuasive strategic narrative story should make assumptions easier to examine, not conceal who carries transition cost.

For the stakeholder salience Exploring a Wicked Problem task, prioritise research, competing frames, system relationships and stakeholder consequence before prescribing.

The 45% strategic narrative task should demonstrate why the problem cannot be reduced to one cause or final owner while still producing a useful strategic boundary.

For the 55% strategy portfolio Creative Portfolio of Wicked Strategies, show coherent variety. Different stakeholder salience interventions should test different mechanisms or time horizons, not repeat one proposal in several formats.

Explain strategic narrative portfolio logic, resource relationship, risk and how learning will rebalance effort.

Revision for stakeholder salience, strategic narrative and strategy portfolio should use one live issue. Reframe the stakeholder salience issue three ways, alter one stakeholder or system link, and predict what changes.

This builds the strategic narrative transfer required for original strategic work rather than memorising a model map.

Finish with a bounded strategy portfolio recommendation: what should be tried now, what must be protected, which capability should be built, whose evidence is missing and the observation that triggers review.

Responsible stakeholder salience strategy remains decisive without pretending the wicked system is solved.

Reframe a stakeholder salience case

Q [5 marks]. AskSia original practice weighting: A climate initiative relies on one flagship technology and a heroic founder narrative while local groups bear transition costs.
  • 1State competing frames.
  • 1Map system or power relationships.
  • 1Identify affected stakeholder evidence.
  • 1Design a bounded intervention portfolio.
  • 1Set learning and review rules.
Use stakeholder salience to fix the object, strategic narrative to trace the mechanism and strategy portfolio to test the strategic option. Persuasion cannot substitute for consent, evidence or remedy where stakeholders bear material harm.
Sia tip — Change one boundary or stakeholder and predict the portfolio response.
