The overarching framework, and the seven questions it really is
The course treats this framework as the overarching one for guiding a design with technology, with the other instruments sitting underneath it. Its claim is that teaching with technology draws on three bodies of knowledge that overlap, and that the interesting knowledge lives in the overlaps. In practice it is a list of seven questions.
What do learners need to learn? How should they learn it? What can the technology do? Which way of teaching suits this material in particular? What can a tool do to the way this material is shown or handled? How does technology change the learning activity? And finally, are content, pedagogy and technology working together? The first three are ordinary lesson preparation.
The three overlaps are where a technology decision can be right or wrong rather than merely present, and the seventh is a verdict rather than a question about a part.
Context is part of the framework

The same combination of content, pedagogy and technology is a good design in one school and an impossible one in another, because devices, network, class size, prior knowledge and classroom culture differ.

But the overlaps empty out: the content is never represented in a way paper could not carry, the learning activity is hosted by the tools rather than changed by them, and because the chatbot generates the solutions the evaluating verb in the objective is performed by the machine rather than by the learner.

Almost every weak design fails in this shape rather than in an exotic one. The objective is fine, the tools are fine, and no step requires the learner to perform the verb the objective names, while the activity in the room hides it.
