Four mechanisms, one observable
Diffusion is the topic where a striking pattern most easily substitutes for an explanation. A practice appears in one jurisdiction, then several, then most, and the resulting curve is compatible with at least four mechanisms that carry entirely different implications. Under learning, adoption follows evidence that the policy works.
Under competition, adoption is defensive, driven by fear of losing firms, residents or revenue to a neighbour. Under imitation, adoption tracks what comparable jurisdictions did rather than what happened when they did it.
Under coercion, a higher tier attached a condition and the adoption was not really a choice.
