Each reading in this topic is a clinical note on a different way a well-intentioned consultation fails, and together they supply a diagnostic sequence worth running over any participation mechanism: what power does it hand over, who can physically reach it, and whose absence will go unnoticed.
The first question separates mechanisms that inform from those that consult, involve, share or delegate.
The rungs differ by how much decision right moves, not by how much consultation happens, and most mechanisms described as participatory sit near the bottom.

Withdrawal is not the mirror of introduction
A panel study of disadvantaged households under a large cash-assistance programme measured an offline notice board and an online disclosure channel separately. Both raised participation when introduced.
Both produced a far steeper fall when withdrawn, and the online channel produced the smaller gain and the larger loss. Withdrawal is not experienced as a return to the previous state but as a signal about intent, and the hypothesis people form travels to every other channel the same government runs.
The design rule follows in one line: do not open a channel you cannot fund through a budget cycle.
Who the room already contains
Unequal participation is structural. Across municipal elections, race is the largest cleavage in who supports the winner, ahead of party identification, and a forum that reproduces the electorate reproduces that gap.

Does consulting people improve trust in government?

Why should a pilot transparency scheme worry me?
