Codes and ratings do different jobs
An energy code produces a binary outcome: the building complies or it does not. A green building rating produces a graded outcome across bands.
Green building itself is defined across three levels at once: globally, reducing environmental loadings, resource use and carbon emissions; locally, harmony with the surrounding environment, minimising negative impact and giving positive impact; and for occupants, health, comfort and wellbeing.

How a voluntary standard becomes expected
