What an assessment formally is
Two published definitions frame the session. On the first, an assessment is the formal work of naming, forecasting and judging the effects a proposal might have on a society's sustainable development, together with the effects its alternatives might have, where the proposal may be a law, a regulation, a policy, a plan, a programme or a single project.
On the second, it is an orderly and repeated process run while a plan or strategy is still being drafted, reporting how far putting it into effect would deliver the environmental, economic and social objectives that define sustainable development.
Both insist on alternatives, and on a point in time before the decision.
