The Māori Economy as a Relational Ecosystem

An ecosystem lens moves analysis from isolated transactions to interdependence. In the Māori economy, value may flow through organisations, whānau, hapū, iwi, employees, customers, public institutions, land, waters and future generations. These categories are not interchangeable and should never be treated as a universal map.

The case must establish which relationships actually exist and what authority or dependency connects them.

Draw several types of flow rather than one generic arrow. Financial flows show payment, investment and surplus. Capability flows show learning, employment and institutional strength. Authority flows show decision rights and mandate. Environmental flows show resource use and ecological effect.

Trust and accountability shape whether the system can coordinate through time. A decision can strengthen one flow while weakening another, which is why a system view matters.

Feedback makes ecosystem analysis dynamic. A short-term extraction may generate current revenue but reduce environmental condition, trust or future options; that reduction can later weaken revenue and legitimacy.

Conversely, capability investment may carry a current cost while improving future autonomy and resilience. Do not call every loop positive or virtuous. State the mechanism, delay and evidence by which one effect feeds another.

The practical method is boundary → actors → flows → feedback → intervention. Define the boundary so the map remains usable. Identify distinct actors and their roles.

Trace material flows with direction. Explain one or two feedback loops. Then recommend an intervention and watch for displacement: a solution in one part of the system may push cost or risk elsewhere. Good ecosystem analysis shows where to act and what to monitor.

A system analysis does not assume outsourcing is wrong. It shows that the visible saving may be connected to a delayed capability cost: fewer entry roles reduce learning and progression, which can increase future dependence on external providers and weaken organisational control. The organisation should compare total cost and service outcomes with capability, employment and dependency indicators over a relevant period. A hybrid design can preserve necessary expertise or savings while maintaining agreed pathways, but it should be monitored for whether risk has merely moved to workers or partners.

Is a relational ecosystem just a stakeholder map?

It goes further. A stakeholder map identifies parties and perhaps interest or influence. An ecosystem analysis also traces different flows, dependencies, feedback, delays and distributed effects. It can show why changing one relationship alters outcomes elsewhere.

Should I include every whānau, hapū or iwi in a map?

No. Include only the particular entities and relationships grounded by the case or an appropriate source, and keep them distinct. Do not use Māori categories as generic stakeholder decorations. Missing information should appear as a verification need, not an invented connection.

Are reinforcing loops always good and balancing loops bad?

No. Those terms describe system behaviour, not moral value. A reinforcing loop can amplify harm, and a balancing loop can sustain stability or block necessary change. Evaluate the actual outcome, distribution and purpose rather than the loop label.

How do I choose a leverage point?

Look for a mechanism that affects several material flows, but test feasibility, authority and side effects. A promising intervention should have an accountable owner, observable leading indicators, a review date and a plan for what happens if cost or risk shifts elsewhere.

For each case, draw two maps: a simple actor map and a flow map. Use different line styles for authority, money, capability and environmental effects so one arrow does not hide the mechanism. Select one feedback loop and write it as a sentence with direction and delay. Then propose an intervention and list two unintended consequences to monitor. Keep the boundary explicit at the top of the page.

During revision, compare a short-term and intergenerational reading of the same decision. In an answer, use the map to select the strongest mechanism; do not reproduce the entire diagram as a list. Check that every named iwi, hapū or other entity is actually grounded in the case.
