Why 了 is not the past tense
Almost every learner arrives with the assumption that 了 marks the past, and almost every intermediate correction traces back to it. The tutor asks what has finished or what has become different, which is the distinction the particle actually encodes and which no translation exposes.
Personal here means it remembers which structure you avoid. Learners who are unsure of 把 simply never use it, which is invisible in corrected text and obvious in a record of what you never attempt.
