Data, Information and Five Quality Characteristics

Two routes from a record to something usable

The week two definition is careful and easy to skim past. Information is data presented in a meaningful context, or data processed by summing, ordering, averaging, grouping, comparing or similar operations. Two clauses, two routes, and an assessment can test either. Adding context leaves the number unchanged and supplies the period, the unit, the comparison and the owner.

Applying an operation replaces individual records with a statement about a set of them.

Most reports managers describe as useless are missing the first rather than the second, which makes the cheaper route the one worth trying first.

Five characteristics, and what each failure looks like

The lecture then asks which characteristics data must have before the information built on it can be called good, and names five: accurate, timely, relevant to both context and subject, just barely sufficient, and worth its cost.

Accuracy is glossed as accurate, correct and complete, and it fails at the point of entry, which is why nothing downstream repairs it. Timeliness is defined relative to intended use, so a figure is not late because it is old but because the decision it feeds has already been taken.

Relevance is explicitly a property of the pairing rather than of the data: relevance is settled by who will read the material and what that reader is trying to decide, and the lecture splits it into relevance to context and to subject.

The last two are limits, not floors

Accuracy, timeliness and relevance are thresholds that can be met.

Sufficiency and cost can be overshot, which is why they are stated as just barely sufficient and worth its cost. The lecture makes sufficiency memorable with an observation about seniority: senior managers are handed steadily more material and have to disregard steadily more of it. Read as a design instruction, that says a good system does the ignoring on the reader's behalf.

Cost is stated as an investment test with three categories named, developing, operating and maintaining, so a business case counting only development has counted roughly a third of the commitment.

Diagnosing from a symptom

Case questions arrive as symptoms rather than as characteristics, so the useful skill is running the list backwards.

Test accuracy first because nothing downstream repairs it, then timeliness against a named decision, then relevance against a named reader, and only then sufficiency and cost, which are about tuning something that already works.

Separate two characteristics that produce the same symptom

Q [10 marks]. AskSia authored practice. A hotel group's revenue managers say the occupancy report is unreliable because it shows rooms available that the front desk has already sold. Every individual booking is recorded correctly. The report is built from an overnight extract and is used for intraday pricing decisions. Identify the failing characteristic, show why the nearest alternative does not apply, and give a fix that respects the fifth characteristic. Accuracy holds: each booking is recorded correctly, so nothing was entered wrongly and the report is faithful to last night. Timeliness fails, because the intended use is an intraday pricing decision while the data describes a state that has already passed; the same extract would be perfectly timely for a monthly review. The proportionate fix is to shorten the refresh interval for the occupancy figure alone rather than rebuilding the whole report, and to price the extra operating load, which keeps the change inside what it is worth.
Sia tip — Name the decision before judging timeliness. The same figure is timely for one reader and worthless for another at the same moment, so an answer that calls data late without saying late for what has not finished the test.

Which characteristic should I test first in a case?

Accuracy, because no later step repairs it. If the fact was wrong when it was recorded, every report built on it inherits the error and a faster refresh only delivers the wrong number sooner. Once accuracy holds, test timeliness against a named decision, then relevance against a named reader, and leave sufficiency and cost until last.

How can data be complete and still fail the sufficiency test?

Because sufficiency is a maximum rather than a minimum. A monthly pack containing every transaction is complete and unreadable, and the lecture makes the point through seniority: more data arrives the higher you go and more of it has to be ignored. The repair is an operation, grouping or comparing, not more collection.

Does worth its cost mean the cheapest option wins?

No. It means the benefit has to be stated in the same units as the cost, and that the cost has three parts rather than one. Development is visible and finite, operating recurs, and maintenance recurs and outlasts the project team. A proposal that counts only the first has understated the commitment, which is a different fault from choosing an expensive option deliberately.

Collect five real complaints about information, from your part-time job, a club, or a service you use, and diagnose each against the five characteristics in the fixed order. Write the repair beside the diagnosis, because naming the characteristic without the repair is only half a mark's worth of work.

Then practise the two hardest separations deliberately: accuracy against timeliness, using the question of whether the last recorded movement is correct, and relevance against sufficiency, using the question of who the reader is.
