Contents · every chapter, one map

What CGRM7003 covers

Six chapters move from climate evidence and response boundaries through domestic authority, instrument design, Paris commitments, corporate accountability and case recommendations.

01

Climate Evidence and Response Boundaries

weather and climate, emissions flow and atmospheric stock, mitigation, adaptation, residual harm

Follow the causal chain

The chapter separates short-term weather from long-run climate, then follows human activity through annual emissions, atmospheric concentration, warming and risk.

  • Weather and long-run climate
  • Annual emissions and atmospheric concentration
  • Warming, hazard, exposure and risk
  • Mitigation and removals
  • Adaptation and maladaptation
  • Residual loss and damage
02

Domestic Authority and Climate Governance

policy and law, jurisdiction, institutional roles, sources of power, procedure and review

Start with the institution

Policy states a desired result; law allocates authority, duties, procedures, review and enforcement.

  • Policy direction and legal authority
  • Jurisdiction over person, activity and territory
  • Legislative and executive roles
  • Sources and limits of public power
  • Consultation, evidence and reasons
  • Judicial review and lawful remedies
03

Policy Instruments, Equity and Delivery

standards, pricing, spending, information, planning, implementation and distribution

Choose by mechanism

Standards constrain conduct, pricing changes incentives, spending changes access, information changes knowledge and planning coordinates long-lived choices.

  • Standards and permits
  • Carbon pricing and measured bases
  • Subsidies, grants and public investment
  • Disclosure, labels and reporting
  • Planning and procurement
  • Effectiveness, equity and feasibility
04

Paris Commitments and Climate Trade

temperature and resilience aims, national contributions, progression, stocktake and trade coordination

Read collective and national levels separately

The Paris Agreement combines common temperature, resilience and finance-flow aims with nationally determined contributions.

  • Article 2 climate aims
  • Equity and differentiated responsibilities
  • Nationally determined contributions
  • Progression and transparency
  • The global stocktake
  • Climate-related procurement and standards
05

Corporate Claims and Transition Accountability

claim meaning, emissions boundaries, baselines, residual credits, transition milestones and governance

Reconstruct the evidence chain

A climate claim has an audience meaning, organisational and emissions boundary, baseline, gross reduction, residual mechanism, duration and verification route.

  • Audience meaning and headline claims
  • Organisational and emissions boundaries
  • Historical and business-as-usual baselines
  • Gross reductions and residual emissions
  • Credits, removals and durability
  • Financed emissions
06

Case Analysis and Defensible Recommendations

decision scope, material facts, distinct alternatives, evidence, recommendation, rebuttal and review trigger

Turn the packet into a decision

The case method begins with a decision maker, a controllable problem and a deadline.

  • Decision maker and live choice
  • Issue spotting and material facts
  • Criteria grounded in the packet
  • Distinct and realistic alternatives
  • Recommendation and implementation
  • Strongest objection and rebuttal

They then move into the public-policy reasons for intervention: costs imposed on others, collective action, long-lived infrastructure and unequal effects. Law enters by allocating authority, duties, procedures, review and enforcement.

How the chapters follow the available teaching materials

The first chapter builds the causal and response map.

The second asks which domestic institution may act and under what legal source. The third compares standards, pricing, spending, information and planning through effectiveness, equity and feasibility. The fourth reads the Paris architecture alongside climate-related trade tools. The fifth uses the course's corporate cases to examine claims, emissions boundaries, residual credits and transition governance.

The final chapter turns the case method into a repeatable path from decision to recommendation.

What the assessment rewards

The published grading slide assigns one quarter to class participation, just over one third to the group presentation and two fifths to the final essay.

Presentation peer review is not generic feedback: the slide expects a focused challenge to an assertion, premise or evidential move, together with a reasoned explanation. That is also the guide's organising habit.

Every practice task asks you to state a decision, support it with the relevant facts and law, answer a serious objection and identify what happens next.

Limits of this guide

The captured source lists later teaching on country systems, buildings, energy, corporate governance and emerging issues, but the later lecture decks are not present. This guide does not reconstruct those sessions from memory.

It develops the early lecture, assigned readings and case packets that are available, and it routes operational assessment details back to Moodle where the captured materials are silent.

  • 2Define the mitigation and adaptation objectives separately.
  • 3Identify the legal actor and instrument for each component.
  • 3Compare effectiveness, equity and delivery constraints.
  • 2Recommend a sequence with monitoring and review.
Use a staged performance standard to establish the endpoint, targeted grants to reduce the capital barrier in high-cost districts, and verified disclosure to monitor progress. Confirm the body's legal power before prescribing the standard. Track rent and displacement alongside energy use so distribution is tested rather than assumed, and review the phase-in if the evidence shows withdrawal of affordable stock.
Sia tip — Write the actor and legal source before naming the instrument; a good climate idea does not create authority.

FAQ

CGRM7003 FAQ

How is the course assessed?

The published grading slide assigns 25% to class participation, 35% to the group presentation and 40% to the final essay. The presentation share is divided into 20% instructor review and 15% peer review. These top-level components total 100%.

What does the peer-review share require?

Each group reviews every other presentation and submits one consolidated response with a score and a one-hundred-word justification for the compulsory portion. Further credit comes from a meaningful challenge to an assertion, underlying premise or evidential choice, backed by an explained reason.

Is there a final examination?

The captured assessment slide lists a final essay, not a final examination. It does not publish the essay length, deadline, rubric or submission settings. Use the live Moodle task brief for those details rather than inferring a format from the component weight.

How should mitigation and adaptation be kept apart?

Ask what the measure changes. Mitigation changes the emissions or removals pathway and therefore future warming. Adaptation changes exposure or vulnerability to impacts. One package can do both, but each component needs its own objective and evidence of success.

What is the first legal question for a climate measure?

Identify the institution that would act and the legal source granting power over the activity, person, subject and place. A desirable objective or a published plan does not itself create authority. Procedure, implementation and review follow only after that foundation is established.

How should a Paris Agreement answer be structured?

Separate the collective aims from nationally determined action. State the relevant national obligation or choice, the transparency or stocktake route, and the consequence the text supports. Avoid turning a temperature goal into an identical percentage duty for every Party.

How do I test a corporate climate claim?

Start with audience meaning, then reconstruct the boundary, baseline, gross reductions, residual emissions, credits or removals, duration, verification and correction route. Compare that evidence chain with the breadth of the headline before reaching a conclusion about credibility or legal risk.

What makes a case recommendation defensible?

Name the decision maker and live choice, use criteria drawn from the packet, compare genuinely different alternatives, commit to one route and answer the strongest objection. Finish with a monitoring result or date that triggers review, escalation or a changed decision.

Chapter questions

Questions students ask in each CGRM7003 chapter

Why is one hot year not the whole climate argument?
A single year is affected by natural variability and belongs to a shorter timescale than the sustained warming trend. State the baseline and period before comparing an annual observation with a climate goal. Chapter 01 · Climate Evidence and Response Boundaries
Does a climate plan create a binding duty?
Not automatically. A plan can coordinate direction and expectations without carrying the same legal force as legislation or regulation. Identify the source that converts the commitment into an enforceable obligation. Chapter 02 · Domestic Authority and Climate Governance
Which climate policy instrument is strongest?
There is no universal ranking. Match the tool's mechanism to the barrier, then compare authority, administration, equity and the ability of affected actors to respond. A package may be stronger when its parts connect. Chapter 03 · Policy Instruments, Equity and Delivery
Does the Paris temperature goal impose the same cut on every country?
No. The Agreement states collective aims while national contributions are nationally determined and expected to progress in light of equity, responsibilities and capabilities. Do not convert the goal into an identical percentage duty. Chapter 04 · Paris Commitments and Climate Trade
What should I check before trusting a carbon-neutral claim?
Identify the audience meaning, emissions boundary, baseline, gross reduction, residual amount, credit or removal method, duration, verification and correction route. Then compare that evidence with the headline. Chapter 05 · Corporate Claims and Transition Accountability
How do I avoid summarising the case?
State the decision maker and live choice before recounting facts. Organise evidence under criteria and use each fact to compare alternatives. Background that does not change the decision can be cut. Chapter 06 · Case Analysis and Defensible Recommendations
Study strategy

How to prepare for the assessments

Use one fresh climate measure each week and run it through the same sequence: physical problem, response category, institution, legal authority, instrument, implementation and outcome. Write the recommendation before reading commentary on the issue, then test it against the strongest objection you can find.

For the group presentation, listen for a concrete assertion, underlying premise or evidential move and prepare a reasoned challenge rather than a general reaction. For the final essay, build a one-page evidence table that separates observations, projections, legal text and your own assumptions. Check every number against its boundary, baseline and date.

In the final revision pass, remove background that does not change the decision and spend those words on authority, mechanism, distribution and the review trigger. Confirm the live task brief and submission settings on Moodle because the captured materials do not supply the final essay format.
