Environmental Justice and Sustainable Development

Environmental justice and sustainable development ask who bears environmental harm, who receives policy benefits, who pays and who can influence decisions. Low observed willingness to pay can reflect income, remedy cost, weak information, credit constraints or political exclusion rather than low underlying stakes.

Sustainable resource policy also asks whether exhaustible wealth becomes durable human and physical capital. The assessment skill is mechanism diagnosis followed by incidence, participation and implementation analysis.

Diagnose low clean-technology adoption

Q [5 marks]. Marks used here organise this original exercise and are not a published university assessment scheme. Renters rarely adopt a cleaner stove with lower expected fuel use. Compare liquidity, information and split-incentive explanations and state a distinguishing test.

  • +1Liquidity predicts a stronger response when payments are spread over time.
  • +1Information predicts a response to credible demonstrations or verified operating data.
  • +1Split incentives predict different adoption when landlords choose but tenants receive fuel or health benefits.
  • +1Compare owners and renters while varying finance and information separately.
  • +1Match policy to evidence rather than assuming that a larger purchase subsidy fixes every mechanism.
The same low adoption rate is consistent with several mechanisms. Factorial variation in finance and information, combined with owner-renter comparisons, can reveal which constraint is most important.
Sia tip — For each explanation, write one observation that should differ if it is true. Competing predictions turn a list of causes into a diagnostic plan.
Glossary

Key terms

Distributional incidence
The pattern of who ultimately bears policy costs and receives benefits after behavioural and market responses.
Procedural justice
Fair access to information, participation, representation and challenge within environmental decision-making.
Energy-efficiency gap
The apparent difference between observed adoption and privately or socially efficient uptake of energy-saving technology.
Resource rent
The return from extraction above the costs needed to induce investment and production, often targeted by resource taxation.
Split incentive
A mismatch in which the person choosing an investment does not receive the full benefit or bear the full operating cost.
Revenue volatility
Variation in public income caused by commodity prices, production and fiscal terms, complicating stable expenditure planning.
Just transition
A policy approach that addresses employment, household cost, access and decision voice during environmental structural change.
FAQ

Environmental Justice and Sustainable Development FAQ

Does low willingness to pay mean low environmental value?

Not necessarily. Observed willingness to pay is constrained by income, credit, information, rights and available choices. A household can face high environmental harm yet lack the means or authority to purchase an improvement.

What does a just transition add to policy design?

It makes employment, household cost, exposure, access to alternatives and decision voice explicit during structural change. Support should preserve the environmental margin where possible while helping affected groups adjust rather than weakening the policy indiscriminately.

Why can resource wealth fail to create development?

Extraction converts a natural asset into revenue, but sustainable development depends on contract terms, tax administration, volatility management, public investment quality and institutions. Revenue is an intermediate flow, not evidence that durable productive assets were created.

How can clean-technology constraints be distinguished?

Credit constraints predict a response to financing, information problems predict a response to trusted disclosure, and split incentives predict differences between owners and renters. Test those responses separately before scaling a generic subsidy.

What does procedural justice require?

Affected groups need timely information, meaningful opportunities to participate, representation and a way to challenge enforcement or remedy. Consultation should occur early enough to change site, scale or safeguards rather than after the main decision is fixed.

How should resource revenue be tracked?

Follow the chain from depleted natural stock to government take, stabilisation, public investment, durable assets and maintained services. This ledger reveals whether a temporary flow becomes lasting productive capacity or disappears through volatility and weak project selection.

Why can a subsidy miss the adoption barrier?

A purchase subsidy lowers price but does not guarantee product quality, information, credit access, landlord permission or capability to use the technology. Compare adoption responses across financing, trusted demonstration and tenure groups, then match support to the constraint instead of assuming every non-adopter faces the same problem.

How can transition support preserve an environmental signal?

Use revenue for targeted transfers, retraining or viable alternatives without reducing the marginal charge on each additional harmful activity. Broad fuel discounts or free allowances tied to current output can weaken behaviour change. Monitor access and incidence so support reaches affected workers and households rather than only visible incumbents.

Why should distribution be measured before and after behavioural response?

The initial incidence shows who directly pays, receives revenue or experiences cleaner conditions, but households and firms can change consumption, employment, location and prices. Those responses can shift burdens to workers, renters or consumers. Report both stages, specify the unit of analysis and distinguish temporary adjustment from the longer-run distribution.

Study strategy

Assessment move

Use a four-mechanism clinic for unequal outcomes: income and constrained choice, high remedy cost, political economy, and market failures. Pair each explanation with a different empirical prediction and policy. For natural resources, track the full conversion from depleted stock to revenue, stabilisation, public investment and maintained services.

Finish every recommendation with incidence, participation and a monitoring trigger.
