Writing Measurable Learning Objectives

A useful learning objective clarifies the performance learners should demonstrate and supports decisions about evidence, activity and feedback. Observable language matters, but a strong objective is more than a verb. It identifies meaningful content or scope and may specify conditions or a quality standard. Bloom can prompt different cognitive processes, while SOLO describes the structural complexity visible in a response.

Neither framework should be applied mechanically: the meaning of a verb depends on the task, evidence and context.

Rewrite a vague objective

Q [8 marks]. Critique and improve this objective: Learners will understand good feedback. Then describe evidence at a relational SOLO level. The mark allocation supports self-checking and is not a university marking scheme.

  • +2Explain the weakness: understand is not sufficiently observable and good feedback lacks scope, context and criteria.
  • +3Rewrite: Given two written comments, learners will evaluate how each supports sensemaking, agency and future improvement, then justify one revision.
  • +2Specify relational evidence: the learner connects the three principles to explain their interaction, not merely list them.
  • +1Check alignment: a comparative explanation and revision task can elicit the stated evaluation and justification.
The revision makes the action observable, defines the object of judgement and supplies a context and conceptual criteria. Relational evidence requires an integrated explanation of how sensemaking, agency and future impact work together, followed by a justified revision rather than a disconnected list.
Sia tip — Do not classify an objective from one verb in isolation; inspect the whole performance and expected evidence.
Glossary

Key terms

Learning objective
A statement of the knowledge, action or value learners are expected to demonstrate.
Observable action
A performance that can generate evidence for a defensible judgement.
Performance condition
The circumstances, resources or limits under which performance should occur.
Quality standard
The level or characteristics of performance considered acceptable.
Bloom taxonomy
A framework used to prompt consideration of different cognitive processes.
SOLO taxonomy
A framework describing increasing structural complexity in learner responses.
FAQ

Writing Measurable Learning Objectives FAQ

Why is understand often weak in an objective?

Understanding can be a legitimate intention, but the word alone does not clarify what evidence would demonstrate it. Replace or unpack it with an observable performance such as explain, compare, apply or justify, then specify the content and context. The chosen action must reflect the real learning intention, not merely sound measurable.

What is the difference between Bloom and SOLO?

Bloom commonly prompts thinking about kinds of cognitive process, while SOLO focuses on the structural complexity of a learner's response, from limited or disconnected elements toward integrated and transferable understanding. Both can inform design, but neither should be reduced to a fixed verb list that determines difficulty automatically.

Does every objective need conditions and criteria?

Not every short objective must contain every possible element, but conditions and quality criteria are valuable when they clarify the intended performance or change the evidence required. Add them when resources, context, independence, accuracy or standards matter. Avoid bloated wording that obscures the central action and content.

Can the same verb represent different cognitive demands?

Yes. Explain might require a brief definition, a causal account or an integrated defence using evidence. The object, context, complexity and expected evidence determine the demand. This is why taxonomy verb lists are prompts rather than automatic classifiers. Read the complete objective and the task that will make it visible.

How do I check whether an objective is assessable?

Describe a performance that clearly meets it and another that narrowly misses. If you cannot explain the difference from the wording and intended criteria, the objective may need clearer scope, conditions or standards. Then verify that a feasible task can elicit the evidence without introducing irrelevant barriers.

Study strategy

Assessment move

Practise objectives through a four-part annotation: box the observable action, underline the content or scope, circle any condition and mark the quality standard. If one part is absent, decide whether the omission creates real ambiguity rather than adding words automatically. Next, write the evidence that would allow you to judge achievement. If the evidence does not match the objective, revise one or both.

For Bloom, explain the cognitive process demanded by the whole task instead of matching a verb to a chart. For SOLO, classify the structure expected in the response: a list of relevant ideas differs from an integrated relationship, and transfer to a new domain differs again. Run timed critique-and-rewrite drills because the unit's objectives quiz combines recognition with open-ended creation or critique.

Use one scenario to generate a weak version, an improved version and a short justification. Finish by checking alignment with the activity and assessment. A polished objective has limited value if learners never practise the performance or if the task elicits only recall.
