Politics, Power and Technology

Politics beyond formal institutions

The opening week asks what politics means, where power lies and how it moves. The chapter treats technologies as arrangements that distribute capacities, constraints and visibility rather than neutral objects or autonomous causes.

A relational method

You learn to connect design choices to institutional authority, user practice and public consequences.

The method avoids technological determinism while still taking architecture seriously: a system creates tendencies, but outcomes depend on control, uptake and contest.

From capacity to outcome

The final section separates what a system can do from what actually occurs.

Technical capacity, effective control and social uptake must align before a strong political outcome claim is justified.

Evidence for an arrangement

Begin a case file with three distinct kinds of material. Technical documentation can establish what an infrastructure permits. Policy, ownership or procurement records can establish who controls that capacity and under what authority.

Evidence of use, response or workaround can establish whether the capacity became politically consequential. Keeping those sources separate prevents a design possibility from being mistaken for an outcome.

It also makes disagreement productive: a critic may accept that a ranking or shutdown capacity exists while disputing who controls it or how people respond.

Counter-cases improve causal claims

A counter-case should interrupt a specific link in the proposed chain. Different law may constrain an operator, alternative infrastructure may lower dependence, or established organisation may let a community adapt.

The comparison does not prove that technology is irrelevant. It identifies the condition under which the original effect changes. Use that condition to narrow the thesis, then state what additional evidence would show whether it applies in the principal case. Qualification is therefore part of explanation, not a retreat from argument.

From diagnosis to redesign

Relational analysis reveals intervention points.

A harmful outcome might be addressed through architecture, institutional authority, public oversight or collective capacity, depending on which link carries the mechanism. Match the remedy to the diagnosed link. Transparency cannot replace an alternative communication route when the problem is dependency, while decentralisation alone cannot resolve an unlawful order.

End the paragraph by naming the actor able to change the arrangement and the constraint that actor faces. This turns an abstract account of power into a defensible political implication.

Revision move

Build one causal-chain card for every case: capacity, controller, authorising institution, uptake and political consequence.

On the reverse, write one condition that could break the chain and the source needed to test it. When drafting, use the card to prevent the technology from becoming the grammatical actor in every sentence. The exercise keeps agency distributed while making responsibility and possible redesign concrete.

Analyse a mobile-data shutdown without treating technology as destiny

Q [5 marks]. A public authority orders providers to restrict mobile data during a protest. Explain how infrastructure participates in politics and identify one limit to the claim. The points are AskSia practice weightings.
Technology and political power feedbackDesign choices distribute capacities, shape action, produce effects and feed pressure back into design.DesignchoicesPermissionsand limitsPoliticalactionPubliceffectsfeedback, contest and redesign
Political effects emerge through a loop. Design distributes permissions and limits, users act within them, public consequences generate contest, and that contest can pressure redesign.
  • 1Identify the institutional decision and the controllable technical capacity.
  • 2Show how restriction redistributes coordination, documentation and visibility.
  • 1Preserve agency by identifying embodied networks or alternative channels.
  • 1Conclude that the infrastructure is political under specified authority and conditions.
The weighting in this model is an AskSia study device, not an official University mark allocation. The shutdown joins public authority to a technical capacity that redistributes communicative power. Protesters lose rapid coordination and live documentation while officials gain control over tempo and visibility. The outcome is not total because prior organisation and other media may persist. Infrastructure participates politically through the institutional relation that activates it.
Sia tip — Replace every claim that technology caused an outcome with the actor, operation and condition that made the effect possible.
Glossary

Key terms

Political Arrangement
A Political Arrangement distributes capacities and constraints among actors through rules, institutions and material design.
Technological Determinism
Technological Determinism treats a technology as producing social outcomes independently of institutions, culture and contest.
Social Uptake
Social Uptake is the pattern of adoption, refusal or adaptation through which a technical capacity becomes consequential.
FAQ

Politics, Power and Technology FAQ

Does the chapter argue that every technology has one politics?

No. It argues that design and infrastructure distribute capacities that can become political under particular institutions and practices. The same system can produce different outcomes when ownership, law, culture or user resistance changes, so the claim must remain conditional.

How do I avoid technological determinism?

Name the technology's capacity, then add the actor who controls it, the institution that authorises or limits that actor, and the social response that makes the effect real. A counter-case should show where the chain can break.

What is the difference between capacity and outcome?

Capacity describes what an architecture permits, such as ranking or restricting access. Outcome describes what occurs when an actor exercises that capacity and people respond. Political claims become stronger when evidence supports both the operation and its consequential uptake.

Study strategy

Assessment move

Draw the chapter's causal loop from memory: design, permissions and limits, political action, public effects, then feedback and redesign. For any case, write one line for technical capacity, one for effective control and one for social uptake. Practise rewriting broad claims such as technology changes politics into statements that name a mechanism and condition.

Keep a small list of counter-cases so qualification becomes part of the argument rather than a last-minute concession. When reading, distinguish an author's description of an artefact from the institutional relation that gives it political force. In drafting, check every paragraph for an actor and an operation. If the paragraph names only a device, it is probably descriptive.

Close by identifying which part of the arrangement could be contested or redesigned, because a relational account of power should also reveal where agency remains.
