Public Relations Foundations

Public relations is introduced as a management function concerned with relationships, issues, understanding and communication. This chapter distinguishes corporate public relations from marketing public relations and shows why a case should be framed before channels are proposed.

The essential exam move is to identify the organisational problem, the affected public and the desired relationship outcome, then decide whether the dominant task concerns organisation-wide reputation, a market-facing offer or both.

Separate reputation repair from product publicity

Q [5 marks]. A delivery platform faces a safety complaint while launching a premium service. Explain which issue belongs in corporate PR and which belongs in marketing PR. This practice mark allocation is not an official University assessment scheme.
The four recurring jobs of public relationsA continuous line marked by distinct states that require different responses.RelationshipsIssuesUnderstandingCommunication
The spectrum groups the four jobs repeatedly used in this subject: manage relationships, anticipate issues, build understanding and communicate with publics.
  • 1Classify the safety complaint as an organisation-wide trust and conduct issue affecting riders, customers and regulators.
  • 1State that management should establish facts, listen and correct operational failures before relying on messaging.
  • 1Classify the premium service launch as a market-facing MPR task requiring a defined customer audience and credible attention.
  • 1Explain that the two streams can share timing and evidence but need distinct objectives.
  • 1Conclude that promotional activity cannot substitute for safety correction.
Treat the safety complaint through corporate PR and open-system management action, while treating the premium offer through MPR. Separate the objectives and reconsider launch timing so publicity does not displace accountability.
Sia tip — Name the relationship being managed before you name the channel being used.

FAQ

Public Relations Foundations FAQ

What is public relations in this subject?

The subject frames public relations as a management function for relationships and communication with publics. It is broader than publicity. Practitioners identify important publics, monitor issues, build understanding and advise how organisational behaviour and communication should respond to the environment.

How does corporate PR differ from marketing PR?

Corporate PR focuses on the reputation and relationships of the whole organisation, including community, employee and investor concerns. Marketing PR has a stronger consumer orientation and seeks credible third-party attention or endorsement for brands and offers. A case can require both, but their objectives should remain distinct.

Why should a case answer avoid starting with social media?

Starting with a channel skips the diagnosis. The planner must first identify the problem, public, relationship outcome and evidence. Only then can a channel be judged for audience access, credibility and strategic purpose. More communication cannot repair an operational failure that management has left unchanged.

How can I tell whether a case needs communication or organisational change?

Start by separating the public's interpretation from the organisation's conduct. Write two columns: what the organisation has done and what relevant publics know, expect or experience. If the conduct itself creates harm, confusion or broken expectations, the first recommendation must include a management, policy or service response.

Communication can explain that action, invite evidence and make accountability visible, but it cannot substitute for correction. If conduct is sound and the problem is inaccurate or incomplete understanding, a communication response may be central; even then, identify why the gap exists and which source the public will trust. Next classify the task.

Corporate public relations concerns the organisation-wide relationship, legitimacy or licence to operate, whereas marketing public relations supports a market-facing offer or customer decision. The two may interact, but keep their objectives distinct.

For exam practice, finish the diagnosis with four statements: the relationship at issue, the evidence of the gap, the organisational choice required and the communication contribution. Then test whether the proposed measure matches the claim. Media attention can show exposure; it does not by itself prove reputation repair, trust or behavioural change.

This routine helps you avoid treating every negative fact as a publicity problem and every promotional opportunity as an organisation-wide reputation strategy.

Exam move

Revise this chapter by classifying current organisational stories. For each story, write four headings: relationship, issue, understanding and communication. Under relationship, name the people connected to the organisation. Under issue, state the consequence or conflict. Under understanding, describe what each public appears to know or believe. Under communication, identify what must be learned, explained or discussed.

Then decide whether the dominant frame is corporate PR, MPR or an integrated response. Practise one sentence that explains why. Keep channels out of the first sentence. When checking your answer, look for an operational cause. If conduct must change, state that before you discuss messaging. This habit will prepare you for systems theory, publics, objectives and media strategy later in the course.
