Experts, Other Auditors and Governance

This chapter explains how external auditors use experts, component auditors and internal audit without transferring responsibility for the opinion. It applies competence, capability, objectivity, scope, method and evidence evaluation to other people's work.

The governance section positions the audit committee as an oversight and communication link that supports challenge and independence but does not perform the external audit. An auditor's expert may address valuation, actuarial, engineering or legal questions outside accounting and auditing expertise. The external auditor evaluates the provider, agrees the work and tests data, assumptions and findings.

In a group audit, the group engagement team sets strategy, evaluates component auditors, communicates risks and expectations, directs and supervises work and reviews whether evidence supports the group opinion. Internal audit can contribute process knowledge and perform some work, but organisational position, objectivity, competence and the level of judgement constrain use.

The audit committee strengthens governance by discussing sensitive reporting matters, scope, timing and independence. Each relationship supplies work or oversight; none takes ownership of the external auditor’s final conclusion. Clear instructions and timely communication determine whether specialised or component work can be integrated.

Scope should identify significant risks, materiality, ethical expectations, documentation access and matters requiring escalation. The external auditor evaluates methods, assumptions, source data and consistency with other evidence. Contradictions are investigated rather than averaged. Significant judgement requires greater direct involvement and review, limiting work suitable for internal-audit assistance.

A committee can challenge management and support communication, but oversight is not evidence performance. The final exam move is role, evaluation and retained responsibility.

  • 1Evaluate the expert's competence, capability and objectivity.

  • 1Resolve contradictions and retain the final audit conclusion.
The auditor evaluates the expert and the work, tests underlying data and assumptions, resolves conflicting evidence and remains responsible for the audit opinion.

FAQ

Experts, Other Auditors and Governance FAQ

Can an expert take responsibility for an estimate?

The expert can provide specialised work, but the external auditor evaluates competence, objectivity, scope, assumptions, methods and findings. Responsibility for the audit conclusion and opinion remains with the external auditor and cannot be transferred to the expert.

What does the group auditor do with component work?

The group team establishes strategy, evaluates component auditors, communicates significant risks and instructions, directs and supervises work, reviews relevant documentation and decides whether sufficient appropriate evidence supports the group opinion. A component report is only an input.

What is the audit committee's role?

The committee supports independent oversight and communication with auditors, discusses sensitive issues, scope and timing, and considers auditor appointment and independence. It does not perform audit procedures or replace the external auditor's responsibility for the opinion.

Study strategy

Exam move

Make a comparison table for expert, component auditor, internal audit and audit committee using role, evaluation, permissible work and retained responsibility. Practise scenarios where evidence conflicts and state the additional review or procedures required. Underline the verb in each role question to separate providing, overseeing, evaluating and concluding.

For experts, add competence, capability, objectivity, scope, methods, assumptions and source data. For component auditors, add significant-risk communication, ethical requirements, materiality, direction, supervision and review. For internal audit, distinguish use of existing work from direct assistance and identify tasks involving too much judgement.

For the audit committee, write oversight and communication verbs instead of procedure-performance verbs. Take one conclusion from another party and invent a piece of conflicting evidence; decide what the external auditor must inspect, reperform or corroborate. End every response by stating that the external or group auditor retains responsibility for the opinion.

This closing sentence should follow evaluation, not replace it, because responsibility without review would still leave an evidence gap. Compare two tasks with different judgement levels and decide how direct involvement changes. Then rehearse what the auditor does when a specialist conclusion conflicts with contracts, market data or component evidence. State the added work and the final responsibility in separate sentences.

Identify the evidence gap before deciding whether another party can help.
