People and Culture as Strategy at Pang Dong Lai
A supermarket read as a resource story
The syllabus files Pang Dong Lai, or PDL, beside Pop Mart under the resource-based view, and the pairing is deliberate. Pop Mart's resource is intellectual property you can point to on a shelf; PDL's is a way of treating staff, customers and suppliers that nobody can buy off a shelf.
The firm grew from a 40 square metre grocery opened in Xuchang in 1995 into a group of 13 stores in two Henan cities with more than 10,000 employees and CNY 10.7 billion of revenue in 2024. The question worth asking is why a regional retailer that refuses to expand outperforms national chains.
What the slides name and what you must supply
The second lecture lists three generic strategies, strategy transformation and the shift from red ocean to blue ocean under competitive advantage, but only as headings.
You are expected to bring the standard content: cost leadership, differentiation and focus, and the idea of leaving crowded competition by removing factors the industry fights over while creating new ones. Say plainly that you are applying the standard formulation.
PDL is a useful test because it does not fit neatly: it offers generous service at prices shoppers find fair, stays in two cities, and in 2012 shut its stores every Tuesday and gave up holiday promotions.
The evidence that sets PDL apart
The strongest numbers concern people. Staff turnover is reported below 5% against an industry average of 30%.
The reported average monthly pay is above CNY 7,000, while the city's own average sits between CNY 4,000 and 7,000, and more than half of 2023 profit went to employees. Research reports cited in the case put PDL first among private Chinese firms for staff productivity and sales per unit of floor space.
Compare that with 2023 results elsewhere: Yonghui lost CNY 1.32 billion, and RT-Mart's parent earned CNY 109 million on CNY 83.6 billion of revenue.
Why copying the visible parts is not enough
Much of what shoppers notice is easy to imitate: pet storage, several kinds of trolley, scales that ignore packaging weight, recipes beside vegetables.
The harder layer is the system producing them: pay and profit sharing, generous leave, compensation when staff are mistreated by customers, a culture manual with personal wellbeing ratings tied to promotion, and supplier terms that can rise with volume.
Several chains, including Yonghui, Better Life and Jiabale, invited PDL to help reform their stores from 2024. Early results were encouraging, yet many earlier imitators drifted back to old ways, and the founder's gradual withdrawal raises the question of whether the culture can outlast him.
Reading the case critically
Hold the case's claims to the same standard as any other source.
Its body describes short working days, no overtime and 30 to 40 days of leave, yet press headlines it cites in its own footnotes report a one-day-off week in one article and up to 150 days of leave in another. A strong test answer notices this, attributes welfare claims to the case, and builds the argument on the better-anchored figures for turnover and pay.

Classify the 2012 decision to close on Tuesdays and drop promotions
- 3State what the move removed from the usual basis of supermarket competition.
- 3Place PDL among the generic strategies and name what replaced promotions.
- 3Explain why the move depends on PDL's staff system and local focus.
Key terms
- Generic Strategy
- One of the standard broad routes to advantage: cost leadership, differentiation, or either pursued within a focused segment such as a region or customer group.
- Blue Ocean Strategy
- An approach that seeks uncontested market space by eliminating or reducing factors an industry competes on and raising or creating factors it neglects.
- Staff Turnover Rate
- The share of a workforce that leaves over a period, used as a signal of retention; PDL reports a rate below 5% against a 30% industry average.
- Social Complexity
- A source of inimitability in the resource-based view where an advantage rests on relationships, trust and culture spread across many people rather than any single copyable practice.
People and Culture as Strategy at Pang Dong Lai FAQ
Is PDL a cost leader because its prices are reasonable?
No. Cost leadership means operating at lower cost than rivals, and PDL deliberately spends more on wages, leave, service and even supplier prices. Its fair prices come from self-brand lines and thin margins, not from cheap operations. The better label is differentiation with a value edge, pursued within a narrow geographic focus of two cities.
Why does high pay count as a resource if any company can raise wages?
The wage itself is easy to copy, so on its own it gives parity at best. What resists imitation is the combination of pay with profit sharing, respect, wellbeing ratings and a founder-shaped culture built over decades. That bundle produces low turnover and high productivity, and rivals that raised pay without the rest tended to lose the gains.
How should I treat the conflicting reports about PDL's holidays?
Report them as a conflict rather than choosing one. The case narrative gives 30 days of leave, 40 for managers, while press headlines it cites claim both a single rest day each week and up to 150 days a year. State which figure you rely on, attribute it, and prefer turnover and pay data when building your main argument.
Does the success of PDL-guided store renovations prove the model can be exported?
Only weakly. The Yonghui store in Zhengzhou recorded CNY 1.88 million on its first day after renovation, but a reopening day attracts curiosity and says little about staff retention. Transfer would be shown by sustained pay, turnover and productivity improvements over years, and the case also reports that many earlier imitators slid back to former habits.
What happens to the advantage when the founder steps back?
It shifts the risk to the organisation question in VRIO. The culture is valuable, rare and hard to copy, but it has been closely tied to one person, who cut 80% of his workload from 2023. Whether the culture manual, promotion rules and profit-sharing commitments can carry it without him decides whether the advantage stays long-term.
Exam move
Draw a three-column table headed PDL, typical peer and imitator, and fill six rows from memory: pay, turnover, promotions, service, supplier terms and results. Mark each PDL cell as either visible and copyable or embedded and slow to build. Then pick one visible practice and trace, in two sentences, which embedded element it depends on.
Finish by writing a one-paragraph recommendation for an invented chain in a different province, stating which two practices it should adopt first and which change it should expect to take years. Check your answer against the supplier row and the grievance compensation policy.
