Stakeholder Power, Participation and Impact

Three frameworks do three jobs

The PMI cycle gives the sequence: identify, plan, manage and monitor. Mendelow's matrix prioritises attention through power and interest.

The IAP2 spectrum sets the promised depth of influence from inform through empower.

Use two levels of analysis

Group-level mapping is efficient for broad strategy, while individual-level mapping prevents regulators, communities or infrastructure providers with different powers and concerns from being treated as one actor.

Carry benefits and burdens together

Faster transport and emergency service can arrive with noise, privacy, visual, land-use and upstream environmental effects.

Name the recipient, bearer, pathway and control for each claim.

Make the matrix produce an action

For each stakeholder, record the current concern, source of power, level of interest, promised participation depth, engagement method, frequency and expected output. The output might be a route constraint, access permission, risk requirement or recorded design change.

A quadrant without an action is only a description. The matrix becomes useful when it changes who is contacted, when contact occurs and which project decision remains open to influence.

Treat position as dynamic

Power and interest belong to the present decision, not permanently to an organisation.

Residents may have little formal approval authority yet gain influence through organised opposition or district representation. A communications provider may become critical when a route changes. Monitoring should therefore name the event that triggers remapping: a new objection, incident, route amendment, approval condition or change in satisfaction.

The plan must say who performs that review.

Match participation to real authority

Inform promises information, consult promises that feedback will be considered, involve brings stakeholders into continuing work, collaborate shares development of alternatives and empower transfers decision authority.

Do not promise collaboration after the route is fixed, and do not use information sessions as evidence of consultation. State what can still change, who decides, how input will be recorded and how the response will be reported.

Audit the impact boundary

For every benefit, identify the recipient, time horizon and supporting measure. For every burden, identify the exposed group, pathway and control.

Electric propulsion can remove local exhaust during flight without resolving electricity generation, manufacturing, infrastructure or end-of-life impacts. The defensible conclusion states the boundary of the claim and preserves both benefit and burden instead of using one to erase the other.

Repair a resident engagement strategy

Q [9 marks]. AskSia-authored practice. The marks shown are an AskSia study allocation and are not the University's marking scheme. Residents near a proposed vertiport are classified as low power and scheduled for information after route selection. Diagnose and repair the plan.

Residents have high interest and can gain influence through organised opposition or representation. Consult or involve them before route selection, record how concerns change alternatives, and review the classification when permits, objections or project conditions change.
Sia tip — A meeting is not an output. Name the decision, register or agreement the engagement must produce.
Glossary

Key terms

Power-interest Matrix
A tool for prioritising stakeholders by current power and interest.
Participation Spectrum
A scale describing how much influence an engagement process promises.
Two-tier Analysis
A method that combines group-level efficiency with individual-level precision.
FAQ

Stakeholder Power, Participation and Impact FAQ

What is the difference between Mendelow and IAP2?

Mendelow's matrix helps decide which stakeholders need attention by comparing power and interest. IAP2 helps decide how deeply they should participate. One sets priority; the other sets influence. Joining them is a contextual planning choice rather than an automatic formula.

Why should a stakeholder map be updated?

Power, interest and available decisions change as routes, permits, incidents and objections develop. Monitoring checks whether the original engagement level still fits. A map that remains fixed while the project changes can hide a stakeholder who has gained influence or a concern that now affects safety.

How do environmental claims affect engagement?

They identify who bears noise, visual, land-use, wildlife or upstream energy effects and therefore who needs a voice in design. Engagement is valuable when it changes routes, operating hours, infrastructure or controls, not when it merely communicates a completed decision.

What makes an engagement row actionable?

It needs a named concern, method, timing and output that can alter a live project decision, plus a trigger for reviewing the stakeholder's position over time.

Study strategy

Exam move

Choose one aerial service and build a stakeholder table with concern, power, interest, participation level, method, frequency and expected output. Revisit it after changing the route or operating time, then explain which rows move and why. Add an impact ledger with one benefit and one burden for each affected group.

Finally test whether the promised participation level matches the decision power that is genuinely available; repair any row where the method overpromises or provides no route into design. Split one broad group into three named stakeholders and show why their authority, concern and deliverable differ. Then write a monitor rule using a trigger, reviewer and decision that can still change.

In a timed answer, keep PMI as the process, power-interest as priority and IAP2 as influence; if one framework is doing all three jobs, the analysis has probably collapsed distinct questions.
