Broadcasting, Flow and the Logic of Time

Broadcasting is a model of distribution that happened to use radio, and the whole chapter follows from taking that seriously. The oldest sense of the word is agricultural, sowing by throwing seed evenly across a field instead of setting it in furrows, and that kind of sowing cannot pick its ground.

That single limitation produces the rest: a commercial broadcaster cannot withhold its product from those who have not paid, so it cannot charge at delivery, so it must carry advertisers inside its programmes, and because it is paid for by reaching the widest possible audience without selection its programmes acquire a history of being treated as coarse. The second half of the chapter turns to organisation.

Physical media are constrained by space and broadcast media by time, so the arranging decision becomes when rather than where. Repeating slots follow, and with them flow, in which unlike segments are received as one stream. The chapter closes on television, a category that outlived the technology it named.

Decide whether something is broadcasting

Q [4 marks]. A radio station streams its live signal over the Internet and also publishes each programme as a downloadable file. Classify both, using the model rather than the technology. The mark allocation is our own practice weighting, not a University mark scheme.
  • 1State the test. Broadcasting is few producers, a fixed mass produced product, a large audience that cannot be selected, and a one way flow. Radio transmission makes it cheaper and wider without being the model itself.
  • 1Classify the live stream. The product and the direction are unchanged and the audience experiences a schedule it does not control, so it reproduces the model almost entirely. The one departure is that delivery is individually addressed, so exclusion is now technically possible.
  • 1Classify the download. Fixed and mass produced still holds, but the organisation in time is gone: the listener chooses when and in what order, so there is no schedule and no flow. This is the same shape as recorded music, which the unit lists as sharing the one way model without being broadcast.
  • 1Draw the consequence for funding. Because both permit exclusion, neither is forced into advertising by the technology, so any advertising in them is a commercial choice rather than a structural necessity.
The live stream is broadcasting in every respect except the one that mattered commercially, and the download keeps the one way mass produced model while losing the temporal organisation that produces flow. Separating those two findings is the point: the model has several components and different technologies keep different subsets of them.

Key terms

One way flow
Distribution from a small number of producers to a large audience with no return channel. It is shared by broadcasting, newspapers and recorded music, so it marks the wider family rather than broadcasting specifically.
Indiscriminate delivery
Arriving at everyone in range whether or not they have paid. It is the property that makes exclusion at the point of delivery impossible and therefore makes advertising the available funding model.
Temporal organisation
Arranging media by when rather than by where. It replaces the layout problem of a physical object with a scheduling problem, and it is the condition for both strip programming and flow.
Appointment viewing
The habit of arriving at a particular time because that is when the material is available. It survives in services that could distribute at any time, which is the clearest case of a broadcast practice outliving the constraint that created it.

Is broadcasting the same thing as radio and television?

No, and treating them as the same is the mistake the week is built to prevent. Broadcasting names a distribution arrangement: few makers, a settled and identically copied product, an audience that cannot be picked, and one direction of travel. Radio transmission makes that faster, cheaper and wider, but newspapers and recorded music share the model without transmitting anything.

Why is advertising treated as structural rather than as a choice?

Because it follows from a technical limit. A transmission reaches everyone in range, so a commercial service cannot withhold its product from people who have not paid, cannot bill at the moment of receipt, and has to be paid by somebody else. Selling audience attention to a third party is what the distribution method left available rather than a preference broadcasters formed.

What exactly is flow, in a sentence I could use?

What receiving broadcasting is like: an unbroken run of segments in which unlike material is stitched into one experience. It comes from putting programmes in the same slot day after day, so the joins between a bulletin, an advertisement and a drama disappear into one occasion rather than reading as three endings.

The single most useful thing to memorise is the four link chain from indiscriminate delivery to advertising, because it is short, it is causal, and it can be dropped into an argument in two sentences.

Next, keep the space and time substitution as a pair rather than as a fact about broadcasting: it explains why the schedule exists, why flow feels continuous, and why a feed invites comparison with radio.

When you meet the television puzzle, resist stopping at the observation that boundaries have blurred; the unit gives a resolution, that the word now names a narrative format rather than a delivery system, and gives you evidence for it in the fact that no one calls a podcast radio. Practise stating puzzle, resolution and evidence in three sentences, because that shape earns marks and the blurry boundaries observation does not.
