The Internet as Distributed Infrastructure

Most accounts of the Internet are assembled out of somebody's early memories of being online rather than out of any grasp of what the thing is, and Monash opens the week by saying so. The answer it gives is deliberately flat: the Internet is a thing, built of cable and equipment, whose job is to move coded data from place to place, and its origin is a single move from networking to internetworking.

The chapter then contrasts two network shapes. A radio network is centralised and depends on its central node, so removing the transmitter leaves equipment rather than a network. A distributed network is non hierarchical, flexible, self healing and multiply redundant, and packet switching is the technique that turns those properties into working behaviour. The final movement is historical and then commercial.

Early enthusiasts read the architecture as a model for society, the 1990s brought the Web and commerce, and businesses built on free distribution acquired a reason to narrow the openness they depend on.

Separate a claim about the network from a claim about a service

Q [5 marks]. Assess the argument that because the Internet is open and has no owner, a media company cannot control what an audience encounters. The mark allocation is our own practice weighting, not a University mark scheme.
  • 1Grant the premise precisely. Administering bodies exist and national law reaches parts of it, yet the thing as a whole belongs to nobody and is steered by nobody, so the premise is accurate as stated.
  • 1Identify the switch. The premise is about infrastructure and the conclusion is about what a person encounters, which is a property of the services running on top of it. The subject of the sentence changed without warning.
  • 1Supply the mechanism the week gives. Businesses operating on free distribution have an incentive to reduce the free, undifferentiated movement of data, through platformisation and dedicated applications, so that traffic passes somewhere they control.
  • 1Note that no ownership is required. Concentrating attention needs no cable and no protocol, so the two claims are not merely different, they are compatible.
  • 1State the corrected version. No company can control the network, and that is consistent with a company controlling almost everything a given person meets on it.
The premise is true and the conclusion does not follow, because ownership of infrastructure and control of attention are different objects. The week's own closing move supplies the reason: the openness that makes distribution free also makes market position undefendable, so the rational response is to build a controlled place inside an uncontrolled network.
Sia tip — Whenever an argument moves from the Internet to online, check whether the subject changed from the infrastructure to a service. That substitution is the most common error this week is designed to catch.

Key terms

Internetworking
Connecting networks to one another so a message can cross systems never designed for each other. The prefix is the whole idea, and it makes the Internet an infrastructure defined by being in between.
Distributed network
A network in which nothing ranks above anything else and many paths join any two points, so nothing in it is indispensable, whether taken one at a time or in groups.
Redundancy
Several paths carrying the same capability. It is the property that makes rerouting possible, and therefore the property that self healing depends on.
Surveillance capitalism
A term the unit lists among the ways the Internet enables commercial exploitation of users, alongside user generated content. It names revenue built on the continuous measurement of behaviour rather than on the sale of a product.
Platformisation
The reduction of free, undifferentiated data movement in favour of traffic that passes through a controlled point. The unit names it, with mobile devices, as the commercial response to an infrastructure that defends no market position.

Is the World Wide Web the same thing as the Internet?

No. The Internet is the cable and equipment that carries coded data between connected networks. The Web is one application running on top of it, arriving in the 1990s alongside the commercialisation of the network. Putting a service where the infrastructure belongs is what produces confident claims about a system whose actual properties were never established.

Why does packet switching matter so much?

Because it is what turns a shape into a behaviour. A distributed network merely has many paths; packet switching cuts a message into pieces, sends each by whatever path is free and puts them back together, so paths can be recalculated continuously as conditions change. Without it the redundancy would exist and nothing would use it.

What is cyber-libertarianism, and is it a technical term?

It is an interpretation rather than a property. Early enthusiasts took an open, inclusive, centreless arrangement as a picture of a free society in which individual liberty comes first, and that reading still sits underneath a great deal of writing about the Internet. Naming it as an interpretation is what lets you argue with it.

Assessment move

Learn the layers before the history, because most of the errors in this area are category errors rather than factual ones. Write down three layers, infrastructure, application, business, and place the Internet, the Web and a social media company in them; then check every claim you make against which layer it belongs to.

Learn the four properties as consequences of one shape rather than as a list, since each of them follows from there being no necessary node, and being able to say why is what distinguishes an answer from a recitation. Keep packet switching and distribution distinct, because the first is a technique and the second is an arrangement.

Finally, treat the last page as the bridge it is: the incentive against openness is the question that the platform chapter answers, so read the two together when preparing either essay on business models.
