Communications, Resources and Teams

Beyond the five C3PE knowledge areas, a strong PMP adds two more — communications management and resource/HR management — plus the teamwork that makes integration work in practice. This chapter covers the communications plan (who needs what information, how and how often), the resource plan and responsibility assignment, and team development; these appear as the extra knowledge areas the Task 2 rubric rewards and support the collaborative Team-Based Learning quizzes.

Build a RACI row and a communications-plan entry

Q [4 marks]. For the deliverable "commissioning report" on an equipment-install project, the people involved are the Project Manager, a Commissioning Engineer, the Quality Lead and the Sponsor. (a) Assign RACI roles so the chart is valid, and (b) write one communications-plan entry for reporting commissioning status to the Sponsor. (4 marks)
  • +1State the RACI rule. R = Responsible (does the work), A = Accountable (owns the outcome — exactly one per task), C = Consulted (two-way input), I = Informed (one-way updates). Every task needs one and only one Accountable.
  • +1Assign roles for the commissioning report. Commissioning Engineer = Responsible (writes it); Project Manager = Accountable (owns delivery — the single A); Quality Lead = Consulted (reviews against acceptance criteria); Sponsor = Informed (receives the outcome). One A, at least one R — valid.

Fill the matrix fields: Audience = Sponsor; Information = commissioning status against milestones and open risks; Channel = a one-page written status report (with a short review meeting if issues); Frequency = at each commissioning milestone; Owner = Project Manager.

Consistent communication is what keeps the plan integrated in practice, so RACI roles and the communications plan should never contradict each other.

Sia tip — The one hard RACI rule is exactly one Accountable per task — two A's means no one truly owns it, and zero A's means it can fall through. Keep the RACI chart and the communications plan consistent: if someone is Informed on RACI they should appear in the communications plan with a matching channel and frequency, or the plan contradicts itself.

Key terms

Communications management
The knowledge area covering how project information is planned, produced and distributed. The communications plan states who needs what information, through which channel and how often, and who owns it.
Communications plan
A matrix of audience, information/message, channel and frequency (and owner) that ensures the right stakeholders get the right information at the right time — a key integration enabler.
Resource management
The knowledge area covering the acquisition, development and management of the team and physical resources, so the plan is staffed and equipped to execute.
RACI chart
A responsibility assignment matrix mapping tasks to people as Responsible, Accountable, Consulted or Informed, with exactly one Accountable per task.
High-performing team
A team with shared goals, an agreed plan and tools, and a defined role for everyone; in this course, teams of 5–6 with a demonstrator mentor and a project sponsor.
Tuckman model
The team-development sequence Forming → Storming → Norming → Performing → Adjourning, describing how a group matures into an effective team.

Communications, Resources and Teams FAQ

Why add Communications and Resources to the PMP?

Because a full Project Management Plan is expected to cover more than the five C3PE areas, and top marks go to plans that apply PM methods with specificity across seven or more knowledge areas. Communications and resource/HR management are the natural two to add: they make the plan executable (who is told what, who does the work) and support the integration the course prizes.

What does a communications plan contain?

For each information need it states the audience, the message or information, the channel (report, meeting, dashboard), the frequency, and who owns it. It is usually a matrix, and it should be consistent with your stakeholder analysis — high-interest stakeholders appear with appropriate channels and frequency. Effective communication is described as the main enabler of integration.

What is the RACI rule I must not break?

Exactly one Accountable per task. Responsible people do the work, the single Accountable owns the outcome, Consulted people give two-way input and Informed people get one-way updates. Two Accountables means diffused ownership; zero means the task can be dropped. Keep the RACI consistent with the communications plan.

How is this material assessed?

As the two extra knowledge areas in the Task 2 PMP (communications and resource plans, ideally with a RACI), and indirectly through the Team-Based Learning quizzes, which are done as a team and reward the collaboration this chapter describes. Team-development and communications concepts can also appear as recall in the final Knowledge Quiz.

Use this chapter to round out the PMP from five knowledge areas to seven, because breadth-with-specificity is what earns top marks. Practise a communications-plan matrix (audience, information, channel, frequency, owner) that is consistent with your stakeholder analysis — the people you marked Manage Closely or Keep Informed should reappear here with sensible channels and cadence. Drill the RACI rule until it is automatic: exactly one Accountable per task, at least one Responsible, and no contradictions with the communications plan. Keep Tuckman's five stages and the ingredients of a high-performing team ready for quiz recall, and be able to describe a resource/HR plan at a high level (acquire, develop, manage the team).
